Open your character and item model by pressing the (+) to the left of the name. As you'll see, the hat has a tab called "Body" as well as your character (example). Open both of the tabs and you'll see a bunch of other files. Typically, hats have a folder called "rootTransform" and "bip_head". If you see more, that is perfectly fine. What you want to do next is drag the names of the folders from BODY to HAT which have the same name as each other. For example, you move "rootTransform" from the pyro to the a pyro cosmetic's "rootTransform". Then do the same with all the cosmetics. Once finish, look to the right of the tab with your items and you'll see a tab that is labeled "Procedural". With the item clicked, drag the tab that says "Zero" all the way; 100%.
