No matter the accuracy on the jawa ion rifle, it will not hit. I had a 100% chance to hit a downed enemy at touch range and it missed about 10 times before I just melee'd him to death. On the very rare occasion the animation does hit (bullet hits and enemy flashes red) absolutely nothing happens, no damage taken in health tab or anything.
