If you want to disable the engrams and make the skins only available via console commands, you must edit your GAME.INI
Keep in mind that editing game files can crash you game, so you better have a backup before you edit.
The engram overrides can be found in the GITHUB repository for the mod, under help.
In addition you will also find the console commands to spawn the objects / blueprints.
