'LocEditor.exe' doen't response issue

Hi
I try to execute the 'LocEditor.exe' but it seems does't response.

I use Windows 10 RS4. it is totally last windows version.
When I double click the 'LocEditor.exe' nothing happend.
Is anyone know about this issue? or someone know how to execute it?

When I dragging .json file into 'LocEditor.exe', It seems executed. but every function is broken and not working. even if click New language, stopped and closed.
