Just a quick google: https://wiki.teamfortress.com/wiki/Windows_dedicated_server it helped me several times, and even if you know a bit about windows, you can do the shortcut part in a bat file instead, which is more convinient for me at least. I'd offer to do it but with 600KB/s upload, don't think it would be good..

Yup, I had this problem once when I tried. It seems to run okay on Windows 7, or Tiny 7, a win 7 modification for really weak systems.
It may not help that much, but you may try to run a virtual machine if you have a mid-end computer, or, as in my case, try to run it on an old laptop.
