I have added a handful of these mods to my server, and the NPCs won't spawn.
Every day I log on and people are complaining there there are no NPCs. I add more mods, and still nothing. Add more again and still nothing. I have now planetary encounters, reavers, orks, traveling merchants. Nothing spawns.

did you look into the entity list and there are no npc owned grids?
got a problem on my server that the game spawned random SPRT bases and the MES took them over and thought there is enough npc stuff to deal with. after removing the bases the MES spawned me some ork right into my face

There are a couple vanilla entities, cargo ships, one SPRT station. But they are so few and far between that none of the players have ever even seen them. I supposed I will try deleting them and see what happens.

Oops I should have responded a long time ago, the problem is fixed. I had to set the distance at 10001.

Sorry to ask, but I have the same problem, I´ve seen a few appear quite far from each other, what distance did you change to make them spawn more often?

Set the distance to 10001 or higher.

What you are looking for is the Sync Distance
