You're right, theres not supposed to be a keycard, just the door I used there is part of a Russia easter egg with a keycard, but theres no way to open it on my map

The keycard is only obtainable via a quest, which is only in the Russia map.

Ohhhhhh.
The Keycard is only given by a NPC after completing a mission,
I just remembered it now

Because it's not an actual item. Quest items don't go in inventory.
