I don't think Valve would add this.
I am sure the reason why they put it in the cosmetics slot was so that the Engineer can't have 4 cosmetics, because that would be a little too much.

It wouldn't be a cosmetic per say it would be like the belt wit hthe pouchs. It doesnt affect much but its cool to look at.
