This has a low chance of working.
As cool as it is, unless Valve gets permission from Bethesda, they really cant add this, that and the gui itself would be difficult to add in. A pda reskin would be cool, but this, as i said no offense, of actually getting in.

The item is already in the game. This just reworks the animations and makes it take the PDA slot instead of a cosmetic slot. Though you are correct that this has a low chance of making it into the game, as this workshop page is from 2012.
