I'm not even joking, fighting them really isn't worth it most of the time except for an early game boost if you get lucky or smart about manipulating the AI on the map.
If you have them friendly and set up your faction near them, they'll protect your castles better than any garrison you could leave behind.
You can also free noldor prisoners you find when defeating other armies (i advice to check the jatu, they are nearby and frequently have some), you can also help the Noldor whenever they are in battle, that'll improve relation.
You start at -30, but yours may have gotten worse if you fought them repeatedly, so it might be harder.
It's worth it tho, cause if you get high approval with them, you can visit their secret city and buy weapons and armor from them.
Sometimes you don't need to fight the noldor. If you have castles or cities next to the Noldor forest, there is a strong chance that you would gain noldor prisoners from other parties that enter your city or castle.
Bait armies into their land and have them attack them ( Rogue armies like the snake cultists that spawn near are great for this) and then join the battle on Noldor side, bail immediately after the fight. Don't need to do much in these fights just participate and vibe with the Noldor battle track.
Can also find an NPC who is a big part of actually befriending them, giving him certain items will boost you up, but as Tregs says above releasing prisoners is the best way. Noldor don't lose reputation with you, IF THEY ATTACK YOU, and they cocky sounds of ♥♥♥♥♥♥♥, so finding an small noldor stack and overwhelming it to capture and release them all is a good idea. (You can also try to recruit them from prisoner too for some uber units).
Best way to fight them is with mounted troops on flat land. Dont fight them on the hills. Just draw them away form the hills. When your in battle tell your troops to hold fire and charge. Early game when you only have tavern troops/mercs I would got 2x more troops than the Noldor patrols.
Mid/late game you with your own knight order you can fight a Noldor army not just a patrol. But you have to cheez the game. To fight the Noldor army got to the options, choose the smallest size battle map and the smallest amount of troops that can be on the map.
If you think its too cheaty, my in universe justification is, you ambush a patrol to draw in an enemy to the battle ground of your choosing.
