Roleplay wise, would the kind of Pendor replace the Rangers of the clarion call in Laria and replace them with silvermist rangers?

I think so, I've actually done this myself.

Clarion Call was formed to protect Laria's eastern borders from Jatu and Noldor, and even ended up helping the Empire against Noldor. They are totally against Noldor, so it would make sense to put the elf-friends in there. Now, there's even more Jatu getting killed. From RP perspective as king of Pendor and friend of Noldor, absolutely do it.
