Accessing Noldor Items and Troops
How come Quigfen asks if I have any rare Nolder pottery, but does not accept it when I have them in my inventory? Do I need a certain amount? I brought 4 or 5 with me. Also it says as per Wiki (For Pendor) the Nolder equipment menu says open for the rest of the game after I give a qualis gem; but now its closed...
Anyone know anything about these issues? Thank you!

To still access his shop your relations with Noldor needs to be >=15.
If you want Noldor troops you must provide Qualis during each transaction. Noldor Trade Goods are optional (gives you a bit more troops).

Thank you, all good now. I ended up doing the Elacrai quest and found the city; now I can access their own market without any complications.
