You can lure them to bandit praties and fight on their side to improve relations with them. You will find them in the forest under the desert where those big desert armies roam around.

IIRC you can also release them after capturing some for improved relation and if they are high-tier, you also gain honor for each one released.

I usually join Sarleon or Empire as a mercenary, then I lure a Noldor party to the territory of the faction I'm fighting for. eventually a lord will engage the Noldor, then I come as a traitor and help the Noldor out, it decreases relations with the faction you are serving by 4 points and increase relations with noldor by a lot each time you do this... it's important to NOT let relation with the faction you are working for go below 0... after a month passes I don't renew the contract and join another faction, and keep doing the same until you and Noldor are buddies

There are plenty of Jatu waiting to be baited and slaughtered. If you're quick enough they are right next to each other so you can rinse and repeat as often as you like.

I would not make friends with them until all my companions get Noldor weapons and armor. Mid game when you get money you can hire or train up some mounted troops and just ride them down.
Around the latter part of the game when I have my own knightly order, I just equip them with blunt weapons. Ride around Noldor territory and capture 100 of them. Set them free and you get 100 relations.

I forgot you need 200 Noldor prisoners. Releasing the first 100 just gets you to relation 0. You need to release another 100 to get 100 relations with them. So when you get prisoners just dump them in your castle prison until you get 200 prisoners.
