What if, for example, we gave all land to the combine, except black mesa, give them cores but massively reduce the number of factories and population in the world? So instead of 1 bilion people, they would have about 30 milion core population, because of the seven hour war.

The Rebels would get new focuses, called "Spread the Resistance" which would remove combine cores and give cores to the rebels.
