Always the same random leader
If i start a game with a lot of leaders, i always get the same. e.g. if i start with 36 leaders, i get genghis khan. if i select genghis on one of the bots, i always get Wilhelmina. Start with 26 leaders, i get Philip. Long story short, random leader doesn't work
