I feel that when you apply paint, it should cover more instead of just the shoulders. I hate it when I dye a cosmetic an expensive color, such as Lime, and it turns out it only colors something that no one would be able to see in-game. (unless they were to get RIGHT up in my face whilst I was standing still.)

They've already done this with the Fancy Dress Uniform cosmetic, making it so that only the inner shirt gets dyed, and the only way you can see the shirt is from the neck, which there's only a little opening to see.
