OK, people. if you havnt found a solution to the problem we have above i have and it works. and you can apply this to any mod on the steam workshop, that doesnt show up in you mods folder.
here are some step by step instructions on how to fix:
1. go to documents and click on the folder my games
2. scroll down until you find sid meirers civilization 5
3. click on the folder, and then go into the folder called "cache"
4. when you in the "cache folder" all you have to do is delete the "Civ5ModsDatabase.db"
5. then restart the game and done all you problems are fixed.
