Do they do anything or is all of that just for aesthetics?

Are there ever going to be actual natives?

some of the buldings you can have them trade for resources

Yeah, I finally got a military camp built. That's where the governer keeps his office. He has a statue of himself riding a llama. The soldiers train year round at the musket range. It is fun.
