Its not much of a bug its just that if your health is above 250 using the small / large bacta will take down your HP down to 250 and won't heal more then that, if there was a way to set the max health for thoes things, will be a great improvment.

Not really sure what you mean. The dispensers cannot heal you past your maximum health. If you are using the stim feature (25 HP burst), the temporary HP decays over 25 seconds.
