Honestly though, I usually keep officers (psi officers are the best) in havens that haven't been liberated. You're going to get constantly trolled somewhere by advent via retaliations, supply attacks, etc, so it helps having an extra combat unit to assist your main group when they occur. The benefits of engineers and scientists really isn't that significant. Trained haven members are best, so keeping them alive is more important. Hence the trained soldier (higher levels are better).
Why the Psis? I've been using Shenobi for my havens since they're pretty cheap to equip in relation to slaying the advent you encounter plus they get to stay stealth after your civs initiate the attack.
