Thank you, that answered that half of the question.
That said, if you have an 8 turn evac counter, you probably shouldn't be in the mission anyway -- the counter goes down as your infiltration percetage goes up (the minimum is 2 turns, IIRC). Keep in mind that you should expect to skip upwards for sixty percent of the targets that pop up. As a general rule of thumb, in the early going you should probably skip any mission that you won't can't infiltrate to at least 80%[1]. There is a really handy mod for LW2 in the workshop that will show what your infiltration percentage with the current squad will be when the mission timer runs out[2].
Highlighting the idea of XCom as a force engaging in a campaign of guerrilla warfare against a force that is vastly superior in both technology and logistics is a major driver behind the design for LW2. In the vanilla campaign, it was, in so far as you could, a good idea to try and hit every available target and you'd rarely get more than two or three missions a month. In my current LW2 campaign, by contrast, I have something like nine missions that I'm ignoring because I don't think the rewards are worth it, as well as two squads out doing infiltrations.
[1](The big exeception is any mission with "full salvage"; for those you generally want as many and as tough of enemies possible consistent with avoiding exessive losses; Being able to carry out advent corpses &ct is rare in LW2 AND those same corpses are much more valuable. So maximizing the number you bring home is worth some risk.
