multiseaters are planned, as are saddles in general, but will take a very long while because I've been kind of focusing most of my efforts to get the current things in the mod to work properly before I implement anything more.
carrying weapons/shield sounds like something I could implement, but that all depends on what I'll find. any dragon in particular you'd want to see that function on or all in general?

oohhh well all would be neat but in terms of practicality, probly the smaller ones (lightning i think) would work the best at picking riders off other dino's/dragons :) Dragon jousting community events!! This might be a streach but it could even be made into a game, either tag or somthing

Any Dragon that is a small to med sized mount works well with mounted weapons. That's the vanilla formula that's used currently with mounted weapons.
