Either of these should work, if the top one doesnt might change "Coel" to "Coelcanth" or just use the second code. If neither work they may be the ocean Coel varient or ones added by pugnacia, as the codes above are for vanilla ones. The first one just limits the population while the second stops them from spawning altogether by replacing them with nothing.
Note: Put these in the game.ini file of the server, this works for single player as well.

that goes in gui.ini and it helps with the problem
