i don't think such taunt will NEVER be free, its just too good to be an achievement taunt.

if it would be an achivement item then it would have to differ for difrent countries (ex the ahivement can only be gotten for play for 365 days (not ingame hours) or for like a 4th of july thing.

Sadly, if it was free, that would greatly decrease the value of said taunt, would it not?
And people would be very unhappy with an untradable/uncraftable taunt they can only get from an achievement.

But its absolutely wonderful to enrage this guy with 3 unusuals, while all you have is ♥♥♥♥♥♥ hats and rub it is with not only a taunt, but the worst possible taunt.
