So... I made sure to buy all 81 tiles BEFORE I laid the very first item in my city.

Then I built metro after a while. Appeared to work fine. Made sure Anarchy was OFF (both prop anarchy and the road anarchy) before building.

Yet, every time I load my save, my metro rails have ALL elevated themselves to the surface like graves popping out of the ground in a flood. All the lines, every single bit of track.

It appears to be mostly visual as it doesn't damage the buildings when I doze the metro lines... but it is still breaking.

Does anyone know what conflict it is this time? Is there a fix?
