Way too wacky
I don't think the animation fits the flow of the game at all, and the design is a little weird with the number 9 on him for no reason and an inconsistency in grey metal and black.

The number nine is there because he's made out of a gas tank, which presumably had the number nine stenciled onto it for clerical purposes. The metal is grey. The only black parts are the soft rubber parts. This is not too wacky for TF2, a game with aliens and bright pink banana hats. Five years ago I would have agreed with you, but not today.
