Not able to tailor sailor uniforms and caps

Hey, I'm having a problem with colonists tailoring the sailor uniforms and caps. When I send one over to prioritize tailoring a sailor cap, she just stood there. I believe that the problem lies with the resources checklist used to make the bill. So far I'm really digging the mod, can't wait to dig into it deeper!
