Is it normal for all customized weapons to be upgradable upon unlocking the basic next tier of weapons? For example, this Sniper Rifle can be upgraded without researching the magnetic/plasma lance once the basic magnetic/plasma research has been completed.

Yes, they're listed as a separate item. This will change on the weapon megapack that I will do.
