How do you get out to the vulture aid machine?

You have to go into the arena towards the back of the map and complete it, this will open up vulture aid and the shield buildable! hope this helps

Every time I go to enter the arena it doesn't do anything but make a button clicking sound? Am I missing something?

Going left to right, the first button selects the Arena Location, the 2nd button selects the difficulty and cost, and the third button Enters the Arean ( Depending on what difficulty u selected, it will cost money) if you dont have enough, it will just make a clicking sound. I think normal difficulty is 10K.
