Specialized Colony Glitch

So all of my specialized worlds (Mining/Research/Recruiting) are unable to build farms, mines and power plants, saying these buildings require a Planetary Administration. Is this intended, or a glitch?

Unintended, those buildings weren't meant to be in this build but somehow go through.
