EDIT:
+750 damage to activate banner.
+Creates beacon (and a symbol similar to the medic call requesting help) only viewable by your teamates for 30 seconds.
+ALL teamates gain a 10% speed boost during the banners duration.
+Nearby teamates in a small radius get a 30% crit resistance and 15% damage resistance during the banner's duration.
+Can switch uses like the vaccinator to allow user to instead revive up to 2-3 teamates and respawn them by their side. (Respawns "valuable" players first if multiple are dead; reviving a medic can be more important than revivng a scout)
-All nearby teamates are marked for death and get a -10% speed buff for 8 seconds after banner runs out.
-Takes 50% longer to activate banner, and a minute cooldown (animation of radio breaking or shorting out?) between revival uses. (No kritz abuse due to this)
-Minute cooldown applies to all soldiers on a team to avoid abuse.
-User is also marked for death during banner activation when using revival function.
