+ 20% speed bonus
- must deal 600 damage to build rage.
+/- when inraged
For 10 seconds you and any players around you will gain a 50% speed bonus, along with a 75% ranged resitance.

id say
must deal 350 damage to build rage
and for 10 sec you gain ammo when you land a shot on an enemy your clip if refilled as the national anthem plays
passive bonus would be a faster reload rate mabey 25% or lower
