That would be nice, but the way I understand it is the server blocks it for all platforms, so the modder would have to create an entirely new way of doing rafts for that to work. As it is right now a raft is a dino platform saddle with a placeholder for a dino on it so he would have to invent a new way to do a raft that isn't based on a platform saddle so it would still work on them.
