I say this for 3 reasons
1. One other item is for Frontline
2. The army general theme fits perfectly for it. Even the time period which seems to be going for a 1920's theme is close enough to WW1 to make sense
3. This item set is the best thing ever, and needs to be in TF2.

Just wanted to point out that it could a military uniform because the design is very simiular, especailly with the military ribbon on the chest and the shoulders and hat insgnias. And also the Classy Capper is a slouch hat which according to the wiki was a part of the military uniform commonly used by nations like Australia, UK, etc.
Further more he is constanly refered to as Colonel (a rank below general). I guess you can say that the former Colonel Mundy decided to to spend his time after the army in exploring and hunting.
