How about:

On Kill: 10 second speed boost
-25% damage to self
-25% rocket clip

The speed buff and damage to self decrease would encourage a roaming/ambush style of play, but would discourage spamming rockets because you only have 3.

Pros:

On direct hit: gain one more rocket in your clip

Cons:

-15% Projectile speed
-50% Clip size

+ bleeding effect ( i thinked about something, like really small metal shavings, not about 'normal' exlosion)
- 25% clip size (3 rockets)
- carrier take no ammo from metal boxes

If my stats will be accepted, this will make some soldiers stay with engineers, and in TF2, there're only 2, or 3 weapons, that gives bleeding effect.

My suggested stats :P :

200% Clip Size (8 Rockets)
50% Slower Firing Speed (Half of Stock)

Rockets travel 25% slower than stock, but have 25% increased damage
Rockets do minimal damage on close range, but do maximum (non-critical) damage on direct hits
Rockets explode after two seconds in the air, causing 75% (stock) damage
Ammo can only be recieved from boxes dropped from slain enemies, or dispensers

Of course, I could see how this weapon might be desirable specifically for its increased ammo capacity, but remember that the ammo reserve is stock comparable, so it's only the clip size that's increased. As well, the firing speed could be considered painful for rocket jumpers, but this weapon looks/feels to me like a good point clearer, and I know rockets are about .50 seconds in-between on stock, so it would be a 1 second firing speed on rockets. This weapon wouldn't be good for close-encounter fights, unless you can score direct hits. As well, that slower travel speed could be disadvantageous towards engies with the Short Circiut, but what engie carries that? (Update: Every engine and their mum carries this ♥♥♥♥♥♥ now. God save us all.)

Make it homing like the HL2 rocket launcher but only one projectile at a time, reloading after each one.

It'll get you more reliable hits a cost of DPS.
