The speed buff and damage to self decrease would encourage a roaming/ambush style of play, but would discourage spamming rockets because you only have 3.

If my stats will be accepted, this will make some soldiers stay with engineers, and in TF2, there're only 2, or 3 weapons, that gives bleeding effect.

Of course, I could see how this weapon might be desirable specifically for its increased ammo capacity, but remember that the ammo reserve is stock comparable, so it's only the clip size that's increased. As well, the firing speed could be considered painful for rocket jumpers, but this weapon looks/feels to me like a good point clearer, and I know rockets are about .50 seconds in-between on stock, so it would be a 1 second firing speed on rockets. This weapon wouldn't be good for close-encounter fights, unless you can score direct hits. As well, that slower travel speed could be disadvantageous towards engies with the Short Circiut, but what engie carries that? (Update: Every engine and their mum carries this ♥♥♥♥♥♥ now. God save us all.)
It'll get you more reliable hits a cost of DPS.
