Since we have a war relic, should have a couple of negatives to out-weigh the currents:

~Positive~
+40% Projectile Speed
+25% Damage Bonus
+15% Movement Speed While Active
-75% Damage to Self

~Negative~
-50% Clip Size
-25% Reload Speed
-15% Firing Speed
~Marked for Death while in Air
