-  Try Extended Storage Extended (discolusure - I am the author of the mod) for weapon storage needs. THere are some limitations with it, but I am working on them, albeit slowly.
 
-  There is a known issue where items with a Quality rating are immediately set to Normal when splugred - so the patch is to not splurge them (unlike with raw reasources, etc).  You can force splurge (for non-quality rated goods) by forbidding everything - the next tick will toss everything out.
 
-  I am just a rando, but looking at the code, both cells are needed to manage stacks and keep them availible for use on the map at all times.  Re-read the intro paragrph for an example of how it works. I suspect a 'one-cell' rewrite is unlikely (if possible at all).
