how about making it a reverse flamethrower, so it puts out a constant or higher rate compression blast as a primary with a short blast of fire for the secondary, for spy checking.
Or another idea is that same primary but with no fire attack at all, instead it does something like minicrits players that are on fire (fanning the flames). That wouldn't be op because you'd be blasting them away from you at the same time, so unless you got someone in a corner you wouldn't be able to do a crazy ammount of damage. (Unless it's something like a spy which pyro is meant to be good against anyway)
It should also do something like triple or quadruple strength against players who are parachuting!

you can overcharge it by holding on even more. it will eventually automatically fire and you will fly off and the enemy too. but your weapon will loose all its ammo (maximum overcarge about 7 seconds)

shoot flames at floor to shoot yourself in air (not so powerfully). if u wanna continue flying continue shooting down.
hold right click for a charge up airblast which consumes more but also launches anything in front of you stronger basically. do not hold it +100 and so on. each second ands another 100% up to 5 seconds which knock you back and send anythin in front of you flyin off. the knock back is quite strong. soo yeah. it would also launch you exactly the strenght of the fires airblast. (if 5 seconds then 600 percent more airblast power) BUT charged airblasts consume more ammo. +30 for each second! sheesh. dont expect airblasting someone across the map and still have ammo to airblast about 9 more times...

if you fire the flames at the ground and jump it propels you into the air. but if you hit any solid surface if you rocket yourself to the air you will receive 50 damage. because you are DEFINITELY not going to be happy to launch yorself against a wall at supersonic speed and that +200 % more airblast power is DEFINITELY going to get you to supersonic speeds soo you will break your ♥♥♥♥♥♥♥ skull if you launch yourself against a ceiling at super speeds. you can also do it like this:aim in front of you for it to launch you back. still does 50 damage if you hit any walls. NOTE:floors do not count.
(i added hose stats because its a rocket engine. and rocket engines have like superforce or something. soo if you use one to propel yourself into a wall you are NOT gonna be happy son!)

Good idea
Level --- Stolen Rocket Engine
+Alt-Fire: A strong airblast, capable of sending the user and the target flying. Aiming down will push the user up.
+Holding Alt-Fire: Charges up a stronger airblast with the cost of ammo. Once Blast Meter is charged, releasing alt-fire will push the target(s) flying, dealing damage upon impact with any surface (except water, because water is nature's screw-over.)
