I had some more ideas for the Kalmar Union chain.
First off it seems way too weak for the Kalmar Union to cover so much land and be so big but be able to only field a 1 million man army at 'Scraping the Bottom of the Barrel' recruitment law. I hear ya it may be overpowered to give the Kalmar Union cores on all of the provinces right off the bat but I think that can be remedied.
If the Kalmar Union tree is separated from the Fascist tree and is a slower build up I think it could work. The first couple NF's of the Kalmar tree could focus on reviving the Vikingar party in Finland and gaining support for it, then after that beginning to spread the party to Denmark, Sweden and Norway. This is where the tree could split into a peaceful or violent solution. The peaceful option could be hingent on Vikingar party support in Denmark, Sweden and Norway to fire an event (like the Anschulus of Austria) or meet a requirement for a National Focus tree based around each nation agreeing to form the Kalmar Union, then allowing you to form the Kalmar union and the subsequent issues of that union. This I think would be cool because it could simulate the monumental task of incorporating 4 countries into a single country in such a short time, as well as make diplomacy a bit more relevant and useful because it is required in order to convince Sweden, Norway and Denmark to join the Union. This tree I think would make the most sense to result in a Democratic election system for the newly formed Kalmar Union, in order to represent the 4 nations coming together as equals under one banner.
The violent solution would be entirely different. Instead of building support in Norway, Denmark and Sweden it would be based around conquering them and could branch into either enforcing your regime on them or puppeting them and faking a legal reason to annex the puppet regimes that were installed. Both of these options would offer extreme penalties for the unrest caused by conquering a population 3 times yours and enforcing your rules upon them. Then focus on pacifying and integrating the conquered populous, probably with a flavor tone on dictatorship and absolute obedience like Stalin and Hitler. Could then branch into other trees giving ya an internal or external focus like the diplomatic option.
Diplomatic National Focus tree structure could split into 3 branches, 1 each for Denmark, Sweden and Norway. The first 1 or 2 could focus on building support for the party and then for joining the Union within the country. The last NF in the branch would be the country agreeing to the Union. Then the three branches would converge into one that would form the Kalmar Union (giving a hefty malus for the newly formed nation) and then tackle the integration issues, strengthen unity within the nation, give cores in Sweden, Norway and Denmark and finally define the political doctrine and foreign policy of the Vikingar party.
