Missin' Texture Water
this is a 10/10 map but i caaaaaaan't see the water its just missing texture
i tried mat_specular 0 it didn't work ;v;

Any chance you've got a missing texture/shader error for it in the console?

Nope, shadows and shaders are two different things. Shader is the reflection on the water, and it can cause problems if it's missing.
