The next version will also only show 5 'slots' for dockyards, hopefully this should help make it clearer.
Secondly, as a result of how the game handles factory limits, it is not possible to drop the civilian factory limit to 10 without also lowering the military one - thus that part is purely a side effect of the above. As most military gear production is pretty linear, the main downside is just more production lines to manage.
Thirdly, the naval part is seperate from the rest, and was done to bring ship build times to more realistic numbers. The fact that you could previously use 15 dockyards on 1 ship, meaning over half of the US starting shipbuilding industry on one vessel, is absurd. Ships construction simply does not work that way, and there is no way to build a battleship in less than 1.5-2 years. With the changes it means that shipbuilding is more about multiple lines working on vessels for longer times, a much better representation of reality.

Thanks for those, Ive fixed them on my end too (all that I could find anyway, which is those files you listed plus the US national focuses). I will be putting up a small update later today with these and a few other fixes.
I only use your mod and graphic mod (colorblind, hightlight selected unit, bigger tank model,etc.)
Also, the air-tech / unit don't have description, I believe this is not a bug?
The missing descriptions is not a bug. These will be added at some later point.
With no icon for the CV DB, do you mean no icon at all, or only the black outline icon?
