Compatibility

Pretty much everything. This is a purely graphical tweaking, and a minor one at that. I doubt this mod will conflit with anything at all; although, of course, if you have other mods which delete or change this very same portrait set, the mod may not work.

No, that is not possible; Paradox policy is that mods can only be uploaded either on the Paradoxplaza or on Steam Workshop. If they're found elsewhere they're taken down.
