APR cannot set a location to deploy new troops to.

yea, just a little problem from my experience republic of roses has no ports or anything to get supply so before i even start fighting they are killed by attrition and bad supply RIP them i can't build ports in time so u know. Unless i cheat but still takes time to work. This is in scandinavia btw
