the community of the mod is very much alive , but the mod dev stopped updating since 1.25.... reason : unknow

Sort of necroposting, but it's actually not dead, and is actively being worked on. It's probably just hell making it portable from Chinese servers/versions, as well as translation.

Since to download the new version from their main site, requires you to have an address in China (From what I've been told.)

I have no clue, never used a VPN in my life, lol...

I actually have a discussion on the mod page to the new 1.30 download, thanks to a friend of mine getting the download to work
