Is it possible to change what level a player needs to unlock it + how many engram points it costs?

try this in your game.ini file

OverrideNamedEngramEntries=(EngramClassName="EngramEntry_SimpleRifle_SuperTranq_C",EngramHidden=False,EngramPointsCost=15,EngramLevelRequirement=30,RemoveEngramPreReq=true)

Am I correct that I could hide these engrams by changing the hiddenengram=false to true, and in effect leave the items available for admins to spawn but unable to be made otherwise?

basicly, i think you need to put in the "skin mod" or, do teh command "giveengrams"

(tab for commands)
