Will individualist factions still allow their people to freely travel in their empire EVEN if they have an autocratic government?

I like playing as an autocratic individualist xenophile, and peaceful nation, and enjoy having my nation made up of several neighboring races. I'm just wondering if the AI will not allow it's citizens to freely travel as an autocratic nation, EVEN if they're individualists and xenophiles?
