Same thing is happening here. We think its a bug and were not using this mod anymore. So.. yep.

it has to do with how new pops were being built
If you notice the pop doesnt even have a preferred habitat. So the 10% is the two 5% habitability techs capping happieness at 10%
There is a quick fix on the other thread about it.
