Currently all perks are registered via functions that can be called outside the gamemode too. There'll eventually be a guide on the wiki, but it's generally pretty simpl, you just wanna copy-paste the registrations seen in /gamemode/perks/sh_perks.lua and edit them, then have some hook calls that check player:HasPerk(id) to run the actual effects.
