Found a more fitting Diplomacy pic

While I totally see your point, (That's my profile pic) In Civ 5 all the Leaders take themselves seriously in universe. This carries over into all the mods I've seen. Its a stylistic decision I stand by but if you want you download the Civ 5 SDK and change it for your version.
