I hope you dont mind if I start a discussion. ^^

I looked at your mod data and I wonder what speed_class: local_road means. Does this mean the roads of cities? Reducing spawn_count_limit_modifier even more could help to prevent city traffics. I didnt try this yet, but I am very curious.
